I don’t understand what you means, AFAIK, cocos2d-x is absolutely free, you can access to source codes and do whatever you want (just don’t claim that you’re the one who created it :D), even credits is not required, but i think we should add credits to respect their works.
About google store, if you want to upload your apps, it cost you one-time 25$ payments (99$/year with apple store, window store). If you want your games/apps to be noticed, you need to use paid advertising methods, or other ways of marketing.
