I downloaded cocos2d-x-3.3rc0 and was trying to follow this guide. But there is no project-creator in my tools folder. I tried google this issue but nothing came up. I am sure I am missing something obvious here, does anyone know what I’m doing wrong?

What you want to do is use cocos console tool to create new project. Besides, there is a GUI tool to create project, check this out:

For windows there issue, but i can’t fix it
Because i lost the VS project , because my hdd just died…
