Cocos2d-x 4.0 Waterfall Devices

I was converting some Android projects to 4.0. I noticed when I tried the simulator with “Waterfall Cutout” enabled I get strange results. There seems to be an extra black bar along the top. I don’t have a real waterfall Android device to test on. Attached an image of the template project (logo scaled up to more clearly show boundaries). Black bars on top and bottom would be acceptable - that would represent the non safe area. But the extra big black bar along the type is not correct. Has anyone tested Cocos projects on a waterfall devices?
The simulator device I’m using is running API 30 (required to get waterfall options I believe).
I haven’t tested with 3.17.2
