When i hold middle mouse to drag scene in editor, and when i drop middle mouse , it still show cursor 4 way.
I don’t quite understand but let’s ask engineering.
After pressing Esc, click the middle mouse button again to resume.

You can see cursor not change when i hover other place in editor
This is a known issue, temporarily Esc + middle mouse button can be restored.
