I’m using cocos creator v2.4.11. As Mentioned in title I’m trying to add ads in web games. I tried using google AdSense but it doesn’t allow testing. It would be great if there is tutorial for implementing ads for browser games.

Have you tried Adsense plugin ?
But I’m not very familiar with the test process, you might need to get in contact with Google, but I think the barrier shouldn’t be very high, Google wants as more user as possible too.
Otherwise, if you are targeting any platform, you probably need to read their policy and know whether they ask you to integrate specific ads plugin
