Make sure your app is compliant with the User Data policy and all other policies listed in the Developer Program Policies. Remember that additional enforcement could occur if there are further policy issues with your apps.
Sign in to your Developer Console and upload the modified, policy compliant APK. Make sure to increment the version number of the APK.
Submit your app.
If approved, your app will again be available with all installs, ratings, and reviews intact.
have you had any issues since with v 2.2.5.3?
Someone else says their app was taken down by google play due to SDKBOX, and he was running v 2.2.4.14 here: Game rejected on play store due SDKBOX
That could be because the updating process didn’t actually updates sdkbox.jar file, we sent 2.2.4 to the google security team and it’s approved by them.
How can we check if the jar file was updated. I’ve also got this message from google:

I recommend download the latest package and manually replace sdkbox.jar just to make sure.
Dose it say it’s because of SDKBOX? couple other SDK also known to have this issue.
That’s all it says, beside these sdkbox packages, I’m using separately Unity Ads and Heyzap, that’s all. Could you point me to the location of sdkbox.jar file that needs to be replaced? Thank you very much.

Also I would suggest check updates fron Unity Ads and Heyzap and see if there is update from them as well.
How long was your app published before they sent you that e-mail?
A few weeks, and after that it was taken down due to a problem with sdkbox that was fixed in v2.2.4 I think. I’ve update the project to sdkbox 2.3.x and after submitting it again I got this response. After reading a little more I realized that I don’t have a privacy policy page and I’ve created one. I’ve added the link to the Google Play console and added a button in my game that takes you to that page and now it seems to work. The game is live now, I don’t know if it still awaits for extra reviews or not though.
I’ve also updated the jars that @nite told me to, but I don’t think that was the problem. I think tha main problem was the missing privacy policy page.

Is that supposed to be created in google play developer console itself or somewhere else(like website, etc) ? 
Somewhere else, you just provide the link to that page in the console, or at least that’s what I have done. It is easier with an external page because then you can just add a button in your game that goes to that page, and you don’t have to embed the whole text inside the game.
